As of November 3, 2020, the regions and schools where new Canadian student visas are being approved

As already announced, the Canadian Federal Immigration Department is starting to approve new student visas that have been on hold since mid-March, depending on the provincial government's situation and individual schools' preparedness for COVID-19.
Public and private universities and language institutes
As of November 3rd, a large number of universities, colleges, and language schools are continuously updating their approved list, so it is expected that they will all return to normal in the near future.
Below is the Canadian government site where you can search for educational institutions with a DLI number that are currently accepting student visas, and the list is being updated every two weeks.

Public and private elementary, middle and high schools and education offices
As of November 3rd, a large number of universities, colleges, and language schools are constantly being updated on the approved list, so it is expected that they will all return to normal in the not-too-distant future.
Public and private elementary, middle, and high schools, with the exception of some states, are mostly approving premise rather than individual schools, and this is also expected to be normalized sooner or later.
